A cool meta thing happens where the UI swaps over to have Maki as the protagonist for an argument, where she agrees with Shuichi that they'll use their lives to end Danganronpa. She believes in her feelings. Even if they're fictional people, if they can change reality somehow by ending the killing game, maybe everyone's lives and feelings will have meaning. Tsumugi argues that the game won't end because killing game entertainment is what the world wants. Shuichi says then they'll just have to change the world - and fiction has the power to do that. With their resolve settled, he tells Monokuma to start voting time.
Monokuma refuses and says the game will go on forever. It goes into a cool gameplay sequence where you have to sit through a bunch of minigames without doing anything as they all refuse to continue playing the game.
