A lot of background bullshit is going on - Tsumugi somehow changes into flawless cosplay of a different Danganronpa character every few seconds, and the walls are full of shifting images of people from the audience, with scrolling commentary from them of the quality you'd expect from a livestream chat.
Shuichi and Himiko are arguing that they're going to sacrifice their lives to end the killing game. Tsumugi says that's suicide! If they all abstain from voting but she doesn't, she'll be the only one who lives. And maybe that's all part of her master plan anyway! Maybe it's all part of her script, like everything else! Like Maki falling for Kaito!
This makes Maki uncertain. A cool meta thing happens where the UI swaps over to have Maki as the protagonist for an argument, where she agrees with Shuichi that they'll use their lives to end Danganronpa. She believes in her feelings. Even if they're fictional people, if they can change reality somehow by ending the killing game, maybe everyone's lives and feelings will have meaning. Tsumugi argues that the game won't end because killing game entertainment is what the world wants. Shuichi says then they'll just have to change the world - and fiction has the power to do that. With their resolve settled, he tells Monokuma to start voting time.
Monokuma refuses and says the game will go on forever. It goes into a cool gameplay sequence where you have to sit through a bunch of minigames without doing anything as they all refuse to continue playing the game.
